As an amendment to motion S4M-02494 in the name of John Swinney (UK Government Budget), leave out from "is disappointed" to end and insert “welcomes the UK Budget, which includes the largest increase in the personal tax allowance in 30 years, an increase of £1,100 in April 2013, which will lift an additional 73,000 people out of income tax and benefit over two million people in Scotland; welcomes the cut in corporation tax, which will mean that by April 2014 the UK will have a 22% main corporation tax rate, the lowest in the G7 and a sign to the rest of the world that the UK is open for business; welcomes the reduction in the top rate of income tax to 45p so that the UK no longer has the highest rate of income tax in the G20; supports the UK Government’s commitment to stick to the plan to deal with the deficit and notes that in 2012-13 the UK will pay £46 billion in debt interest payments alone; welcomes the UK Government’s package of measures to support the oil and gas sector, the provision of enhanced capital allowances for three of Scotland’s enterprise zones, funding for Edinburgh to become a super-connected city and the introduction of tax relief for the video games industry; welcomes the move to allow small unincorporated businesses to calculate their tax on a cash basis, the improvements to the Enterprise Management Incentive, the Business Finance Partnership and the Enterprise Finance Guarantee scheme, which will all support growth, and notes that this budget builds on previous positive incentives announced by the UK Government, including the National Loan Guarantee Scheme and the Youth Contract."
