Regulation of Care (Scotland) Bill: Stage 1
On a point of order, Presiding Officer. Will you clarify for me the reasoning behind accepting the amendment? According to rule 9.6.4 of the standing orders, the purpose of the debate is to agree to the general principles of the bill. The other options available are not to agree to the general principles or to ask for the general principles or part of the bill to be referred back to the lead committee.
I am not clear how, at the end of the debate, we could agree the general principles of the bill and yet not agree part of those general principles. This situation is similar to the one that led to our previous discussion around a stage 3 debate. Such matters must be clarified, as I am not clear how the amendment can be competent.
