You had better ask Ross Finnie that. It might be rather difficult for the Scottish Executive to appoint a minister for the horse, but it would be helpful to have someone in the Executive who has a broad knowledge of the industry. I mean no disrespect to Ross Finnie, but it is not much use appointing someone who has not got much of a clue.
