I am not aware of specific examples of such companies. The minister might be best placed to answer regarding the types of companies that are owned by the Government and other public authorities. The issue is, fundamentally, an anomaly in the legislation whereby companies across the public sector that are wholly owned by public sector bodies are covered by FOI legislation—and rightly so, because they are owned by and deliver functions on behalf of public sector organisations—as are companies that are wholly owned by a local authority or two local authorities. However, companies that are wholly owned by ministers and another public authority are not covered.
