Both of those things are true: the provisions could go further and there are concerns about the estimated costs. I should say that I hate the expression “aftercare”. How many people say to their children, “This is after the point I care for you?” One issue that came out of the care review was the use of stigmatising language. I would quite like us to have a think about an appropriate expression to use in the legislation, so that we are not telling young people, “This is the point after we care for you.” However, that is not the answer that you are looking for, so I will hand over to Fraser McKinlay to address the detail.
