I will rush through it. This is an important and sensitive area. Local authorities recognise the value of Scotland’s historic buildings and the desire to see them protected wherever possible, but there are also moments when public safety becomes the overriding concern. The Building (Scotland) Act 2003 gives local authorities a legal duty to act when a building becomes dangerous. In those situations, enforcement under sections 29 and 30 is not optional. It is often the final step and is taken only when earlier efforts to maintain or repair buildings have not worked.
