Proposals for the bill have been informed by extensive engagement over a number of years with a range of rights holders, duty bearers, civil society representatives and other stakeholders. That has included hearing views from a dedicated lived experience board and engagement with groups that face historical and on-going barriers. That has included engagement with organisations that represent Gypsy Traveller communities, refugees, migrants and asylum seekers. As we move forward, we will continue to listen to the voices of lived experience and marginalised communities, alongside those of civil society, public sector bodies, legal experts and academics.
Proposals for the bill include mechanisms such as the creation of a human rights scheme and reporting duties for public bodies, which will embed public participation and accountability in the framework and its implementation.
