It might also be open to us to suggest to the petitioner that, in the next session of Parliament, they might bring back a slightly differently worded petition that seeks to explore the issues that the petition raises without reference to the previous legislation, which was not designed to cope with them, to see whether anything can be done to explore the issues that have been raised. However, that is as much as we can expect to achieve, given the Scottish Government’s view that the existing legislation is not there to provide that service and, therefore, we cannot proceed directly with the issues raised in the petition.
