Net migration has doubled—I will come on to that—but the real issue for the minister is why his Government has failed to improve those public services, given that his party has been in power for the past 17 years. Immigration is plainly a matter that is reserved to the UK Parliament. It is up to any party here to determine how it uses its debating time, but people across Scotland will be unimpressed that this is what the Scottish Government chooses to focus on, not least because the independence papers, of which the paper under discussion is part, have already cost the taxpayer almost £80,000 and counting.
