I am not sure that we know the exact logistics of that yet; we do not know where the check will be done if someone is in, for example, Antigua, Mexico City or Paris. However, at some point in the series of checks through passport control and customs, the individual will have to have a check. The final responsibility will be the airline’s at the gate, so the airline will have to be sure that the check has been carried out. Where in the processing the checking will be done will be a logistical challenge for the airlines, just as they have to check passports at some point in the boarding process.
