On a point of order, Presiding Officer, you are making a sweeping assumption that, if members did not vote, it was due to the technical problem. They may have not voted for another reason, as many members have done, including me, over the years. That has been my error. We have no idea whether members have not voted because of a technical problem. Every time you do this, the integrity of what we are trying to do is being eroded. We cannot proceed on this basis. This is madness.
