Offensive Behaviour at Football and Threatening Communications (Scotland) Act 2012 (Review) (PE1593)
I am opposed to the legislation and the way in which it is being implemented—I know that Mr MacAskill might have other views on the matter. I think that it should be included in the legacy paper, but I would go slightly further. It is clear from the responses that we have received this morning and the petitioner’s submission, in which he cites one of the authors of the review document, that there are still issues arising with regard to the way in which the review has been used by the Government. Although the Government says that it is not prepared to carry out any further work on it, the committees of the Parliament have a duty, a responsibility and a right to carry out their own scrutiny of legislation and how it has been carried out.

Are members happy that we at least leave the matter in the legacy paper and let the next committee have a look at it? Members indicated agreement.

I think that we have reached agreement, even if it is not entirely enthusiastic. We will put the recommendation into the legacy paper.
