Good morning everyone. I welcome you to the sixth meeting in 2016 of the Infrastructure and Capital Investment Committee. Everyone present is reminded to switch off mobile phones as they affect the broadcasting system. As meeting papers are provided in digital format, you may see tablets being used during the meeting. Apologies have been received from Siobhan McMahon, but we are expecting James Kelly to attend later this morning as substitute. Agenda item 1 is to take evidence on the draft Letting Agent Code of Practice (Scotland) Regulations 2016. I welcome from the Scottish Government Margaret Burgess, Minister for Housing and Welfare; Charlotte McHaffie, senior policy officer, private rented sector regulation team; and Jackie Pantony, principal legal officer. The instrument is laid under the affirmative procedure, which means that the Parliament must approve it before the provisions can come into force. Following the evidence session, the committee will be invited at the next agenda item to consider a motion to approve the instrument. I invite the minister to make a short opening statement.
