The term “relative surplus” is crystal clear. It means that we are in a stronger financial position than the rest of the United Kingdom in the years that we have mentioned. I would have thought that the meaning was crystal clear from what I said a moment ago. I said that there are some years when we have a stronger current budget balance than the United Kingdom as a whole and some years when we have a lower and weaker position. That is a simple proposition for the Labour Party to understand.
