Air Weapons and Licensing (Scotland) Bill: Stage 1
You have highlighted some areas that the committee has already asked the Government for clarification on. We posed questions to the Government on the growth of mobile phone apps and Uber and had a response from civil servants that states that, while the taxi and private hire car provisions in the bill do not specifically address technological developments, the Civic Government (Scotland) Act 1982 provides considerable scope for secondary legislation to address such issues, and that the Government has the ability to provide clarification and best practice guidance for local authorities. That is a fair comment. I believe that Scotland is on the brink of entering the transformed market and will develop exceptionally quickly, once it starts.
