We have made it quite clear that we welcome new powers coming to this Parliament, but Ruth Davidson must accept that a range of organisations from civic Scotland have said that they are underwhelmed by the proposals. She talks about the SNP wearing blinkers, but surely the suggestion that it is only the SNP that is disappointed by the extent of the Smith commission proposals when such a feeling exists in civic Scotland is a classic example of the unionists wearing blinkers.
