At the outset, I am disappointed that the minister has not recognised the context in which we address the bill. He has spoken no words at all on the scale of the housing emergency in Scotland, and there has been no recognition that any further intervention in the housing market has to be on the basis of that context, which we must address appropriately. Little should be said about Patrick Harvie’s parallel universe, in which none of this is happening at all, but the minister should be able to bring forward a cogent analysis of the impact that the bill might have. However, I am afraid that he has not proceeded on that basis.
