There are a couple of points there. The first is that the committee was very evenly split and the division was won on the deciding vote of the convener—I could be wrong on that, but I think that that was the case. However, if the position of the member is that he wants to get the kind of reliable data that we need in order to put proper gull licences in place, I would say that having a five-year structure with named species is exactly how to do it. The proposal that was brought forward by Mr Ross is simply unworkable.
