That is my interpretation. Thank you for raising that point. I am not making a direct criticism of current ministers—they have inherited a situation from their predecessors—but there has been historical underinvestment in Scotland’s telecommunications by UK Governments of different stripes. We are intervening to address what is regarded as market failure. As I described to Mr Smyth, we can intervene only when there has been market failure; we cannot intervene when there are already commercial solutions. By definition, we intervene only when there has been a failure of the market to deliver to customers. We do not regulate or govern the market, so we are not responsible for the problem, but we take responsibility for our R100 programme. We recognise that we have to deliver that programme—we are not ducking that responsibility—and we are trying to solve a problem that we did not create.
