Islands (Scotland) Bill: Stage 2
I am supportive of Colin Smyth’s amendment 28. Although I suspect that you would not want us to do this, convener, we could spend all day discussing every word and every possible interpretation. I think that Colin would confirm that no criticism is intended by the use of the word “create”; after all, we all know that we are far from a situation in which any of our island communities is entirely sustainable. As for the use of the term “sustainable”, I am sure that due regard will be had to the environment and to cultural and economic matters. The amendment’s reference to building island economies would not ordinarily win Green support, were it not for its preamble about creating “sustainable communities”. Those economies will be built in no other way than an appropriate way if they are going to be sustainable in the first place. For those reasons, I will support amendment 28.
