Cabinet secretary, we have had a lot of evidence, including some quite detailed evidence from Michael Clancy of the Law Society of Scotland, who is always very helpful and who has an amazing ability to remember things like “devolution paper 10”. He raised some issues in relation to the Lord Chancellor having stated that the Human Rights Act 1998 is neither reserved nor devolved. We have the capability to make legislation on devolved matters, but we do not have the capability to change the general principles of the Human Rights Act. I am not sure whether it was the Lord Chancellor or someone else who said last week that we can repeal the Human Rights Act and have better human rights. What are your thoughts on that?
