I will begin with what the Deputy First Minister ended with: education. Although I was not privy to the detail of the discussions between the Scottish Government and COSLA, I cannot help but think that the education of our children will be best served if all levels of government work together to achieve outcomes instead of using a budget speech as a platform for creating a turf war with COSLA. I do not think that that serves any great purpose. Perhaps there are faults on both sides—who knows?—but using a budget speech to kick COSLA when it is not in a position to stand up for itself does not demonstrate—[Interruption.]
COSLA is not speaking in this debate, unless I am mistaken.
