I have little to add. If a badge is lost and then found but another badge has been issued, that could involve a mix-up, which will be taken into account. Everything will be proportionate; I believe that the guidance will illustrate that.We need to ensure that any badge that is reported as lost does not find its way out into the wider public for use. If an officer finds such a badge in use, it should be confiscated and the person involved should be prosecuted.
