Can you advise me, Presiding Officer, whether the title of the motion, which constitutes the title of the debate, and the terms of the motion stand equally in determining what you consider to be the subject of the debate? In particular—I say this not because I envisage that it will happen but for future reference—would it be in order for someone to make a speech that referred to Scotland’s future prosperity but made no reference to education? We are, of course, about to have a very important debate on education, and I do not intend to diminish the importance of that subject. [Interruption.]
